Position:                      POLICE CAPTAIN (SWORN)                          

Department:                PUBLIC SAFETY

Division:                      FINANCIAL AFFAIRS

Responsibilities:                      Develops and oversees the implementation of policies and procedures for the department; assures that employees are kept abreast of appropriate policies and procedures and assure that the policies and procedures are written and implemented.  Coordinates the administrative processing of new hires; screens applicants; selects and trains Board members for interviews, and completes the necessary paperwork for selected candidate(s). Completes paperwork for employment of new hires. Supervises the development and implementation of training programs to ensure that each officer complies with the mandatory hours as dictated by the North Carolina Peace Officers Standards and Training to his or her certification.  Develops and maintains Position Descriptions for employees; conducts performance evaluations for employees under his/her supervision and handles other personnel matters appropriately and effectively. Reviews, processes, and makes recommendations on requests for personnel actions ensuring conformity to agency, state, and federal regulations and recommends appropriate actions. Conducts and manages investigations; balances case load; conducts monthly case reviews to ensure proper handling of cases; ensures that reports are sent to appropiate state and federal agencies timely and accurately; ensure that incident reports are completed in a timely manner and filed properly. Conducts crime analysis to improve crime prevention. Manages the Evidence Room; ensures evidence is organized, tagged, catalogued  and destroyed properly.  Performs protection and escort services for VIPs as requested. Performs related duties as required to meet organizational goals.  

 

Qualifications:                           Requires an Associate's degree in criminal justice, five to seven years of experience in law enforcement, some of which has been in a supervisory capacity; or any equivalent combination of education and experience which provides the required skills, knowledge, and experience.  Must possess N.C. Basic Law Enforcement Certification, First Aid and CPR certifications, and a valid state driver's license as well as a driving record that meets the requirements of the University Risk Management Policy.

 

Physical Qualifications:             Must be physically able to operate a variety of machines and equipment including firearms, automobile, radio, telephone, etc.  Must be able to exert up to ten pounds of force occasionally and a minimal amount of force frequently or constantly lift, carry, push, pull or otherwise move objects.  Must be able to remain on feet for long periods of time.  Must be physically fit and able to defend one's self from attack or physical assault.
